A leading engineering and construction firm is seeking an Estimating Section Manager to lead preconstruction and estimating efforts across water and wastewater infrastructure projects. This is a senior leadership role focused on driving strategy, managing high-performing teams, and overseeing full-cycle preconstruction execution. You will work closely with engineering, project controls, and business development teams to deliver complex infrastructure projects.

Responsibilities

• Lead and manage the estimating team, including staffing, workload, and performance.
• Oversee the full preconstruction lifecycle, including planning, estimating, scheduling, and risk management.
• Manage cost models, pricing strategy, and ensure estimate accuracy across delivery methods.
• Build and maintain subcontractor and vendor relationships while reviewing all project costs.
• Support business development efforts, proposals, and preconstruction strategy alignment.
• Ensure financial performance, smooth handoff to operations, and compliance with safety and quality standards.

• Bachelor’s degree in engineering, construction, architecture, or related field, or equivalent experience.
• 5+ years of experience in design, estimating, or project management.
• 10+ years leading estimating or preconstruction for water or wastewater projects preferred.
• Proven leadership or management experience.
• Strong communication and presentation skills.
• Experience with Microsoft Office and Bluebeam preferred.
• Familiarity with estimating tools such as HCSS HeavyBid, Agtek, or PlanSwift preferred.
